Digital Greater Tokyo Pass Agreement

Effective May 31, 2024

The digital Greater Tokyo Pass is intended to actively attract non-Japanese visitors to the Tokyo metropolitan area by allowing passengers to access 13 railways and one bus system. The use of this pass is subject to the following rules and regulations.

Matters not covered by the rules and regulations outlined here will be handled in accordance with the passenger operation rules or similar established by the individual transportation company.

  1. The pass covers the following train and tramlines and line sections.

    1. The pass may be used on the following sections of the Narita SKY ACCESS Line (Keisei Takasago Sta. - Narita Airport Terminal 1 Sta.):
      1. Between any stations on the Keisei Line (excluding the Hokuso Line section; between Keisei Takasago Sta. and Imba-Nihon-idai Sta.) or other train lines and Narita Yukawa Station, Narita Airport Terminal 2・3 Station or Narita Airport Terminal 1 Station.
      2. Between Imba-Nihon-idai Station, Narita Yukawa Station, Narita Airport Terminal 2・3 Station, and/or Narita Airport Terminal 1 Station.
  2. The pass covers the bus lines and route sections operated by the following bus company.

4. Points of Purchase

Linktivity, Inc. (direct sales website), affiliated travel agencies, or online travel agents (OTA)

5. Purchasing

  1. Passes are available for sale to non-Japanese visitors to Japan.
    Passes may only be purchased with a credit card issued outside of Japan, digital currency issued outside of Japan, or via a website displayed in a language other than Japanese.

  2. Pass users must be non-Japanese visitors to Japan. A single digital pass may represent purchases of passes for up to 8 people.

6. Date of Sale/Period of Validity

  1. Exchange vouchers for the digital pass are valid for 3 months from date of purchase.

  2. The digital pass is valid for 5 consecutive days beginning with the first use.
    3:00 am to 2:59 am of the following day is considered one day of use.

7. Price of Pass

Adult 6,500 yen Child 3,250 yen

*Discount passes are not sold.

8. Valid Uses of Pass

  1. Passengers must present the pass on a digital device displaying the screen indicating that the pass is in use. A screen displaying a copy of the pass is not valid.

  2. When entering or exiting a train station, the pass screen must be presented to a station attendant or other train company representative. When boarding or deboarding a tramline or bus, the pass screen must be presented to the driver or bus company representative. The pass screen allows for boarding by as many passengers as the number of passes represented by the digital pass. Passengers using a single digital pass cannot be split into separate groups.

    If a digital pass cannot be confirmed due to failure of the device storing the pass information, the pass will not be accepted.

  3. There are no restrictions on stopovers, routes, or number of rides on the line sections operated by the train companies listed as valid in 3. (1) above (“valid train company” below).

  4. When a passenger boards or deboards at a station other than one operated by a valid train company, the ordinary passenger fare for the section between the closest station or stop to the valid train company’s line will be collected separately.

  5. In the event that service on a valid train company is disrupted, an alternative form of transportation may be covered by the pass. The valid train company will determine which alternative form of transportation is to be covered.

  6. The pass does not cover train or bus services that involve a surcharge, such as limited express trains, reserved seating, or night fares. In these cases, the surcharge is to be paid separately by the passenger.

  7. The bus company listed in 3. (2) above will determine under which conditions the pass may be used for night buses.

9. Languages

The pass may be displayed in four languages (Japanese, English, Chinese [simplified/traditional], and Korean.)

10. Wrongful Uses of Pass

  1. The use of the pass is considered wrongful in any of the following circumstances.
    1. Use by anyone other than the qualified passenger
    2. Use by more passengers than the number covered by the pass
    3. Use by an individual not carrying a passport
    4. The name on the pass does not match the name of the person using it
    5. Boarding with a pass deemed invalid (including counterfeit) under the passenger regulations established by the train or tramline company
    6. Boarding with a pass deemed invalid under the general terms and conditions for passengers established by the bus company
  2. When a pass is used wrongfully, a surcharge will be collected or the pass invalidated, or both.
    1. Surcharges

      In the case of multiple users, a surcharge will be collected from all passengers represented by the digital pass, even if only one pass is found to be used wrongfully.

      1. Trains/tramlines: A passenger using a pass wrongfully will be considered to have boarded without a ticket. The train or tramline company will collect the ordinary passenger fare from the station at which the passenger boarded, plus an additional charge equal to twice the ordinary passenger fare. If it is unclear at which station the passenger boarded, the ordinary passenger fare from the farthest station on the line, plus an additional charge equal to twice that ordinary passenger fare, will be collected.
      2. Buses: The bus company will collect the ordinary passenger fare and surcharges it deems appropriate.
    2. Pass invalidation

      In the case of multiple users, the digital pass for all of the represented passengers will be invalidated, even if only one pass is found to be used wrongfully.

  3. Notwithstanding the above provisions, the collection of a surcharge, the invalidation of the pass, or both, may be waived under special circumstances and if the wrongful use is deemed not to have caused undue burden.

11. Replacements

The Greater Tokyo Pass (Railway/Toei Bus) cannot be replaced if lost or stolen.

12. Refunds

  1. Before first use

    All passes purchased together can only be refunded at one of the designated points of purchase listed in 4. above. However, refunds are subject to the regulations established by the individual agency from which the pass is purchased.

    The fee for processing the refund is determined by the agency from which the pass is purchased.

  2. After first use

    No refunds will be given for passes that are in use, as the pass has no restrictions on the number of rides permitted. Passes will not be extended or refunded in the event that train or bus service is cancelled due to inclement weather or other reason.

    Passes will not be refunded due to a change in the number of passengers represented.
